Location technologies have been under study for a number of years world wide
in the context of mobile communication systems. Coupled with the
unprecedented development of mobile communications, standards organisations
and the mobile communications sector actors have been actively considering,
how different technologies can enable the cost-effective provisioning of
location-based value added services (VAS). A wide variety of technical
solutions, both terrestrial- and satellite-based, are currently available,
and other solutions are expected to be developed together with the
introduction of UMTS and Galileo.

In the above context, DG XIII organises a workshop with the theme
"Location-Based Mobile Value Added Services " that will take place in
Brussels on 5-6 May 1999. The purpose of the workshop is two fold: on the
one side, to permit an exchange of views regarding the near and longer term
technology and market perspectives of Location-based VAS, to identify the
requirement for a common location interface including requirements for R&D
work, and to raise awareness of regulators to the issues to be solved to
ensure a successful introduction of Pan-European Location-based VAS; on the
other, to discuss the important case of Emergency Call location, together
with privacy and other legal issues that might require action at Community
level.
