La Commission lance a lance, dans le journal officiel un appel d'offre pour
une
etude sur :
Impact of the IST Programme and its Predecessor Programmes Esprit IV, ACTS,
TAP" (publication reference OJ 2002/S 145-114398 of 27.07.02) and the Terms of
Reference  with its annexes for the above call for tenders (with a deadline on
6 September 2002).


Open Call for Tenders for a “First study of the Impact of the IST
Programme, and
of its Predecessor Programmes ESPRIT IV, ACTS, TAP”

Category of Service and Description: 
This notice covers the domain of the management consultant services and
related
services under the category no 11, CPC reference nos. 865.    
The purpose of this study is to analyse in detail the available information on
the impact of the results of the programme for research and technological
development (RTD) called 'Creating a User Friendly Information Society' and
its
three predecessors, i.e. the Esprit IV, the ACTS and the Telematics
Application
Programme (TAP), and to prepare an inventory of effects, including micro-,
meso-, and macro-economic level impacts which have been or may be associated
with the RTD interventions of the IST Programme. These may include results at
the level of individuals, companies, larger industrial groupings, and economic
sectors or the economy at large.

7. Time limit for completion of work:
The duration will be 6 months.
8.      (a)  Name and address of the service from which the Terms of Reference
for the services may be requested: as in point 1.
        (b) Final date for making such requests: 30 calendar days from date of
dispatch of notice - see point 19
        (c) Requests for the terms of reference for the services may be
made by
facsimile or letter: When requests are made by facsimile, they must be
confirmed
by letter dispatched before the expiry of the time limit referred to in
paragraph 8(b)
9. a) Final date for submission of tenders: 06.09.2002.
b) Name and address of the service to which tenders must be sent: as in
point 1 
10. a) Persons authorised to be present at the opening of tenders:  Official
representatives of the European Commission and one authorised
representative of
each tenderer.
b) The opening will take place on 13.09.2002 at 15.00 hrs .     Address: The

11. Deposits and guarantees: The contractor may be requested to provide the
Commission with a guarantee equal to the amount of any advance obtained.
12. Main terms concerning financing:  The service will receive 100% funding.
13. Legal form in the case of group bidders : tenders may be submitted
individually or jointly. If two or more applicants submit a joint bid, one
must
be designated as the lead contractor and agent responsible.
14. Information concerning the proposer's position:  the tenderer will be
required to provide economic and technical information for appraisal purposes.
These requirements will be specified in the specifications.
15. Validity period: 12 months 
16. Evaluation Criteria: will be  included in the terms of reference.
