The invitation to tender concerns two specific lots: Lot 1. "The set-up and organisation of the IST 1999 Information Society Technologies Conference & Exhibition (IST 99) for approximately 3.500 delegates" Lot 2. "Media set-up and press relations tasks for the 1999 Information Society Technologies Conference & Exhibition (IST 99), including the provision of services for the award-giving ceremony of the 1999 European Information Society Technology Prize (EISTP)". 3. Place of delivery: The services will be performed on the contractor's premises with the exception of those tasks which must, by necessity, be carried out in Helsinki 4. a) Regulatory/administrative restrictions of tenders: 1. Variants : No variant is allowed. 8. Duration of the contract: The work should be completed within 6 months from the date of signature of the contract. 9. Legal form: Each candidate can present himself as a unique contractor or in association with others. Guarantees : The contractor will be asked to provide a guarantee of the amoundt equivalent to the advance paid by the European Communities upon signature of the contract 13. Selection criteria: The following criteria will be used to select the tenderers. Administrative Information lot 1 & 2 - full name of organization, legal status, address, person to contact, person authorized to sign on behalf of the organization, telephone number, facsimile number, VAT number, preferred terms of payment, banking details: bank name, account name and number, branch address, sort code and SWIFT address of bank; -proof of enrolment (declaration or certificates) in one of the professional or trade registers, in country of establishment; Financial Information lot 1 & 2 -proof of financial and economic standing by the following references: - annual turnover in euros (1996, 1997 and 1998), - balance sheet or extracts therefrom where publication of the balance sheet is required under company law in the country of establishment Skills, efficiency, experience and reliability- lot 1 - The tenderer's average annual manpower and the number of managerial staff for the last three years; - The tenderer's educational (university degree or equivalent) and professional qualifications and/or those of the firm's managerial staff and, in particular, those of the person or persons responsible for providing the services (with at least 3 years experience in the organisation of conferences); especially the tenderer's experience and credibility in the field of organisation of high level conferences (at least 7 years experience); - The quality and experience of proposed personnel, with minimum 3 years experience in their specific area, and for the hostesses minimum 3 EU languages ; - The premises, tools and technical equipment available to the service provider for carrying out the services; - Proof that the candidate is member of a professional PCO organisation; - List of principal conferences organised during the past two years, with sums, the number of delegates and dates, and a list of services provided. Technical capability - lot 2 Educational and professional qualifications The tenderer must indicate in the tender that it has access to specific and pertinent expertise, either internal or external to its organisation, that it could access on a full-time or part-time basis as appropriate when needed. The tenderer must provide details of the qualifications and relevant experience of the staff who will actually be allocated to the work (university degree or equivalent and minimum 5 years experience in media and press relations activities). Signed CVs of the personnel who will actually carry out the work must be enclosed. Given that IST99 will attract journalists from many countries, the tenderer must demonstrate that it has sufficient multilingual capability to ensure the successful completion of the contract, in particular concerning control of the quality of the press release translations into French, German, Italian, Spanish and Finnish. Professional competence The tenderer must provide a list of the principle services provided in the past three years with the sums, dates and recipients, public or private, of the services provided. 14.
