The first data base will be for the special areas (about 30 geographical zones) in Romania. The project has real advantages from the point of view of investment opportunities, providing the putting face to face of possible investors (from European Union countries) with investment opportunities from Central and Eastern European countries special zones. The project is in accordance with THE REGIONAL DEVELOPMENT CONCEPT, promoting the dynamic and sustainable economic and social development through the efficient use of local and regional resources and using attracting investments, know-how, technologies transfer from EU developed countries to special areas from Central and Eastern Europe. Taking into account, that many remote communities become isolated due mainly to natural factors like hard snow in winter , floods etc. the project proposes to provide continuous possibility to the inhabitants to access the basic public services ( to continue the process of children instuction, to solve emergency medical cases etc. ) through an informatic system, characterized by : - very accesible and friendly user interface , easy to be handled by non specialists - cheap solution for interconnection and local back up - local and remote E-learning - emergency telemedicine The system has two components: a local database providing data for the educational process continuity and also hosting a minimal Medical Agenda for casual health events. If an event occurs , that exceeds the capability of the local information system and also needs the consultance of specialized medical or educational stuff, the system is provided with the long distance component which ensures access to a medical center or teaching stuff by permanet radio link. The project intend to create a common database with historical and cultural data of the EU countries and the associated EU countries, accessibile both by Internet and locally in the most major cities of the above mentioned space. The project assumes that this data must be available for the citizen on the street by the presence of the informatic kiosks. The informatic system is characterized by: - very accessible and friendly user interface , easy to be handled by non specialists - selection of the most important significant data - multimedia presentation of historic and cultural data - permanent updating - Internet accessibility Types of stored information: - historical presentations and reviews - history and arts museums guides - folk arts, customs and traditions - national arts history - minimal national language guide for foreign travellers All the items mentioned above will be accomplished by a rich multimedia content. In all major cities will be dedicated servers containing detailed information concerning city area. Locally, citizens will be able to acces the servers stored data through information kiosks. The area of data acquisition will be: foodstuff producers, custom houses, foodstuff stores and shopes. The project will establish: -the checking procedures including the instruments which woul be necessary; -the networking solution to send the data to a central database; -defining the structure of communication network using INTERNET facilities; -finding the best solution of information spreading to the local offices; -the relation rules between different aquired data, in order to perform an easy identification of foodstuff sources; -the system has to be able to provide enough data to make operative decisions at local officers level. The project results will consist in defining the technologies and chemical binders, the basic building modules (including bricks) and the technical requirements for specific aggregates and machines. For the beggining the scope of project would be holiday houses and temporary houses in building sites. One aim of the project is to design the lego system containing: -normal bricks; -corner bricks; -modular plates for floor; -elements for roof; -elements for ladder; -door; -elements for windows. The technical conditions for materials: -fire resistant; -putrefaction resistant; -unhigroscopic; -low density (<0.7Kg/dm3); -adherent to commonly materials for house painting; The mounting conditions will be: -very simply designing; -clasic base (concrete); -using very simply construction machinary and minimum qualification workers; -dismountable system. The technical conditions for house: -earthquake resistant; -mechanical resistance for two-level houses; -no requirements for external finish; -high thermic isolation.
